It mainly targeted anti communist fighters who were against the rule of the newly formed government. The operation saw many people in Russia getting arrested, and others sent to prison. In late 1920s, the world faced greatest economic downturn as a result of the great depression. This incidence led to increased support for the Soviet Union from the west. It was the same time Stalin had begun implementation of the first of the Soviet Union five year economic development plan. Majority of leaders in United States opted to ignore the reports of the widespread damage that came as a result of the new government of Russia policy of collectivization (Wiener, 2012). This made United State president support a new deal that could lead to a series of sweeping reforms. In his attempt to appease Russia leaders, the United State president went ahead and publicly announced recognition of Soviet Union by American government.
